(Yuba-Sutter, CA) – At around 3:00 early Sunday morning, Yuba City Police officers arrested 55-year-old Charles Langley of Oroville on suspicion of kidnapping & vehicle theft. He was booked into the Yuba County Jail.

Additionally, Yuba County Sheriff deputies arrested Mathew Decesare of Fresno around an hour-and-a-half later for alleged assault with a deadly weapon. He was booked into the Sutter County Jail.
