(Oroville, CA) – The Oroville Police Department reports the arrest of two men yesterday on suspicion of impersonating police officers.

Actual sworn officers were dispatched late yesterday to the area of Broderick Street and 1st Avenue to reports of two men in a red SUV, “harassing people.” One was wearing a badge and threatened to arrest at least one of the callers. Nearby officers approached 46-year-old Toby Taylor, who was wearing a bulletproof vest & holster. A search of his vehicle turned up a counterfeit badge along with a loaded, unregistered firearm.

66-year-old Ron Millican, who allegedly provided the badge, was also arrested.

In addition to impersonating a peace officer, charges also include being a felon in possession of body armor.
