(Sacramento, CA) — Governor Gavin Newsom’s promise to create a tax that would give money back to customers for high gas prices may get delayed. The governor vowed to make a windfall profits tax to hold oil companies accountable for high gas prices.

State officials said yesterday the matter will be handed off to a watchdog group that has not been formed yet. It may or may not include a penalty for price gouging.
